An organic surface-active chemical which facilitates the wetting of a substance by virtue of its ability to lower the interfacial tension between a liquid and the material to be wetted. It may have cleansing properties by reason of its ability to wet, and to emulsify or disperse soil. It includes detergents, emulsifiers, penetrants and dispersing agents. Do not use for compounded detergents built around wetting agents, as defined above. When of a single specific chemical, use specific chemical name. Excludes DETERGENT, LAUNDRY and SOAP (as modified).
