Civil considerations (areas, structures, capabilities, organization, people, and events—ASCOPE) encompass the constructed infrastructure, civilian institutions, and the attitudes and activities of civilian leaders, populations, and organizations within an area of operations (AO) and how these elements influence military operations. Civil considerations assist commanders in understanding the social, political, and cultural variables within an AO and their effects on the mission. Tactical Army staffs use ASCOPE to analyze civil considerations that are essential to developing of effective plans for operations. Table E-23 on pages 236–238 presents one method of cross-walking civil considerations (including examples for each
