Glossary Glossary-4 ATP 3-09.90 joint terminal attack controller A qualified (certified) Service member who, from a forward position, directs the action of combat aircraft engaged in close air support and other offensive air operations. (JP 3-09.3) measure of effectiveness An indicator used to measure a current system state, with change indicated by comparing multiple observations over time. (JP 5-0) measure of performance An indicator used to measure a friendly action that is tied to measuring task accomplishment. (JP 5-0) military decisionmaking process An iterative planning methodology to understand the situation and mission, develop a course of action, and produce an operation plan or order. (ADP 5-0) offensive task A task conducted to defeat and destroy enemy forces and seize terrain, resources, and population centers. (ADRP 3-0) running estimate The continuous assessment of the current situation used to determine if the current operation is proceeding according to the commander’s intent and if planned future operations are supportable. (ADP 5-0) situational understanding The product of applying analysis and judgment to relevant information to determine the relationship among the operational and mission variables to facilitate decisionmaking. (ADP 5-0) strike An attack to damage or destroy an objective or a capability. (JP 3-0) suppression of enemy air defenses Activity that neutralizes, destroys, or temporarily degrades surface-based enemy air defenses by destructive and/or disruptive means. (JP 3-01) *target selection standards Criteria applied to targets to determine when and if they will be engaged. Also called TSS. working group (Army) A grouping of predetermined staff representatives who meet to provide analysis, coordinate, and provide recommendations for a particular purpose or function.
