Air compressor will fail to unload if air compressor to purge valve air hose is blocked. Clear or replace air hose from air compressor to purge valve (para 23-2). Is air present from air compressor to purge valve? If air is not present from air compressor, air compressor governor is faulty. If air is present air dryer purge valve is faulty.
