When government source inspection is authorized for assemblies, subassemblies, and components, an appropriate letter of instruction shall be forwarded to the responsible quality assurance activity servicing the source of supply. The letter of instruction will, as a minimum, identify mandatory inspections, system evaluation requirements, requirements for qualification and control of special processes and operators, and reporting requirements. 6. Quality audit will be conducted for the purpose of ensuring that the quality assurance, quality control, and inspection functions are performed, and that an acceptable product is produced. The audit will be conducted by the NMM quality assurance activity on a random, unannounced basis, as frequently as is determined necessary by the results of the previous evaluations and process importance. The audit should include the following: a. Determine whether applicable storage and maintenance activities are subjected to quality control management, and the results if audits are leading to corrective action. b. Appraise the control and calibration of inspection equipment as prescribed in MIL-I-45607C and ANSI-Z540.1. c. Verify that trained personnel are used in quality control positions. d. Ascertain that all personnel are aware of quality control policies and procedures. e. Determine the availability and adequacy of the test and measurement equipment. FIRST ARTICLE INSPECTION/COMPARISON TEST 1. General. a. The NMM quality assurance activity shall perform a complete first article inspection. After NMM quality assurance acceptance, the TACOM key inspector shall perform a complete first article inspection. The TACOM Quality Operations Division, AMSTA-TR-E shall be notified by the NMM 10 days in advance of schedule first article inspections. b. The NMM quality assurance activity, in conjunction with TACOM inspection, will conduct performance of functional acceptance examinations and test as specified in WP 0047 00, Final Testing. At this time, the NMM quality assurance activity shall make available the written inspection system plan, procedures, inspection records, and certifications for assemblies, subassemblies, and components. c. Processing for storage and shipment inspection shall be conducted on the first article selected for inspection. Inspection shall be in accordance with the applicable preservation packaging data sheets and specifications specified in contract/work directive. 0048 00-3 Change 1
