NMWR 9-2815-220 QUALITY ASSURANCE/QUALITY CONTROL (QA/QC) REQUIREMENTS 0048 00 RESPONSIBILITY 1. The activity performing the overhaul is responsible for the performance of all inspection specified by this quality assurance plan. 2. The National Maintenance Management (NMM) Repair Site quality assurance activity performing the maintenance is responsible for the performance of the inspections specified herein. The NMM may utilize their own facilities or any other commercial laboratory acceptable to the procuring activity/commodity manager (PA/CM). The PA/CM reserves the right to perform any of the inspections specified herein when such inspections are felt to be necessary to assure that supplies or services conform to the prescribed requirements. 3. The NMM quality assurance and quality control program will be implemented in accordance with the requirements outlined in ISO 9000. QUALITY ASSURANCE TERMS AND DEFINITIONS Quality Assurance terms and definitions used herein are in accordance with ISO 9000 and MIL-STD-40051A. INSPECTION AND TEST EQUIPMENT 1. The NMM quality assurance activity will assure that all test and measurement equipment is properly maintained and in current calibration status. Unless otherwise specified, the NMM shall be responsible for maintenance, calibration, surveillance and disposition of acceptance, inspection and test equipment prescribed herein. All inspection and test equipment used in conjunction with the program shall be controlled in accordance with requirements of MIL-I-45607C and ANSI-Z540.1. 2. The NMM quality assurance activity will assure that all inspection and test equipment used in conjunction with the program shall be maintained and controlled in accordance with ISO 9000. CERTIFICATION OF PERSONNEL, MATERIALS, AND PROCESSES The NMM QA activity shall be responsible for ascertaining and certifying personnel skills, equipment and material meet the requirements of the work to be accomplished. Unless otherwise specified by the contract of PA/CM representative, the NMM QA activity shall provide the PA/CM with statements or other evidence that specifications for such special processes as welding, radiography, plating and the like have been complied with. a. Personnel Certification. The specialized skills outlined in military and federal specifications and standards, technical manuals and bulletins, and manufacturer’s specifications and standards will be the basis for requiring the certification and proper use of skilled personnel. Personnel performing the magnetic particle and liquid penetrant inspection shall be qualified in accordance with NAS410(2). b. Material Certification. The NMM shall certify that each component requiring magnetic particle inspection will be subjected to 100 percent magnetic particle inspections. The NMM shall submit his magnetic particle procedure, including the demagnetizing technique, to the government representative for approval. c. Process Certification. Specific controls shall be established in all areas and especially in those areas where recurring deficiencies and problem areas indicate the operations, procedures and processes affect the final acceptance of components, subassemblies, assemblies and end items. The responsible NMM quality assurance activity will perform verification inspection in accordance with the written plan of inspection and assure that the corrective action taken by the overhaul production activity is explained in the inspection record. 0048 00-1 Change 1
